I think its less of thinking suffering isn't bad but more of in relativity.
"Huh, you got punched in the face, eh? I just shot this guy in the face forty-three times and he hasn't even flinched."
Or maybe they WERE trying to get an achievement.
I'm still betting that its because sometimes people put pain out of proportion in video games (such as gunshot wounds to the leg being "nonlethal") so much so that it blends in with reality, mostly because we don't see any actual serious combat to compare it to. Enlisted/law enforcement/mob members aside, that is.
