My town is doing the same thing -- fiber optic! Fuck Time Warner. They've raised my bill steadily over the past two years and the service is utter crap. I cannot wait till Fibrant (the local service) gets off the ground so I can ditch TW.
I wonder what their argument against it is: "Hey, these guys want to disrupt our monopoly on internet service... um... can you stop them, or something?"
