backtoreality says,
They are trying to compete better with Nintendo. The under $200 unit is bareboned:

The bare-bones Arcade unit -- it comes with no hard drive -- will be priced at 19,800 yen ($183), making it the first current-gen console to dip under the $200 level. Nintendo's Wii is currently priced at 25,000 yen ($230) in Japan.

Well, it's the same system that's available on the low-end here, to be fair.

Without a hard drive, you miss out on the things that really make the 360 shine (Live, the Marketplace, DLC, etc.), but it *is* possible to play most games even without the hard drive.

I still think it was a terrible idea for MS not to make the HD standard, but given how into mandatory installs Sony's gotten, I'm also glad that it forces them to keep games able to drop in and play right away.

I just got my PS3 and I must admit that I like it. It is just a way better integrated system than the xbox... There aren't so many games, but I guess I have a nice pretty box to look at.

From what I know, the 360 has a really poor share of the market in Japan, so lowering prices substantially might help boost its popularity there. However, I totally agree with helava on the harddrive -- there is so much you can do with the marketplace that you can't do without the harddrive. Doh. I guess you gotta do what you gotta do to aggressively pursue the market, but it seems like a shame.
